Guys i Have found a solution if this problem occurs on a PC running an Intel GPU alongside your AMD card, in my case a laptop and also if your Intel GPU shows as GPU 0 in task manager:
1- Uninstall AMD driver with DDU (Safe mode recommended)
2-After restart i downloaded and installed the latest driver of my AMD card
3-When i tried opening AMD radeon settings it didn't open so
4-i updated my intel graphics card from device manager and the AMD settings opened successfully
5-restart and enjoy

Laptops have different requirements/procedures than desktop computers when updating graphics drivers. It all depends on the processors....either Intel or AMD.
This guide is separated into laptops with APU/AMD graphics and Intel/AMD graphics:
To find the correct drivers for your laptop, go to this page and use steps 1-5 to manually select the drivers for your computer. Do Not Use " Automatically detect and install your driver". Download and save to your desktop.
Please note the following:
All anti-virus/anti-malware/personal firewalls/etc should be disabled during driver download and installation.
Win10 users should have already prevented Windows from automatically installing graphics drivers using one of these methods....Windows 10 Forums
The folder C:/AMD ...open it and delete all previous drivers.

For laptops with AMD processors/APU's:

Download and save the correct driver to your desktop:
For laptops with Intel/AMD graphics:
1. Download and save to the desktop the correct AMD drivers for your laptop.
Automatically Detect and Install Your Driver
2. The Intel graphics drivers should be the latest offered by Intel Support.
Use their 'Driver Download Tool' to get the latest version. These must be installed before the AMD drivers.

3. Using the computer's 'Uninstall a program' feature, uninstall the AMD drivers:
Reboot the laptop.
4. Install the new AMD drivers.
Reboot
You're done.
If you have any problems after installing the new drivers, use the Clean Install method.
